Preliminary Interest for K-3 Training in Teaching Evidence-Based Reading

Districts are being asked to complete a short survey on their interest in allowing CDE to train K – 3 teachers on how to teach evidence-based reading, as required by new legislation.

Recent changes to the READ Act (SB19-199) require K – 3 teachers to have completed a training in teaching evidence-based reading by the 2021-22 school year or to provide evidence that they have met this requirement. 

To do so districts must provide evidence that all educators who teach students in kindergarten through third grade have met this requirement. There are a number of different options to meet this requirement, which include completing:

  • a course in an approved teacher preparation program; or
  • a course in a post-graduate degree program; or
  • professional development from CDE’s advisory list or provided by a district; or
  • Free, CDE-provided training

One option to meet this requirement is through participation in a free training provided by CDE. According to the current draft rules for the READ Act, all qualifying training would consist of 45 hours.

CDE is seeking preliminary information on which local education providers may be interested in requesting this training. The department anticipates that training would be made available regionally or within districts to meet teacher needs. 

Districts are being asked to complete a short survey on their preliminary interest in CDE training by December 1, 2019. The link has been sent directly to school district READ Act contacts. There is no commitment implied by participating in the survey.

Independent Evaluator for the READ Act

The Colorado Department of Education (hereafter referred to as "the Department") was soliciting competitive, responsive proposals from experienced organizations to perform as an independent evaluator of the Colorado Reading to Ensure Academic Development Act (the Colorado READ Act). The Request for Proposals (RFP) period has closed and more information is forthcoming.

The RFP seeks a Contractor to independently evaluate whether a grant(s) to a Local Education Provider (LEP) was successful in moving students’ reading growth to standard and whether a LEP’s use of READ Act per-pupil intervention funds and READ Act grant program money results in students making measurable progress in reading growth to standard. For LEPs receiving Comprehensive Early Literacy Grant (ELG) Program Funding under the READ Act, this evaluation will be done at the individual school-level.

In addition, Contractor will review the Department’s reading assessments, advisory lists of instructional programming in reading and support technologies, and professional development programs listed in this Request for Proposals (RFP) to ensure that they meet all of the SB19-199 requirements.
