The Exceptional Student Services Unit at CDE plans conferences throughout the year that are family-centered and designed to offer support, information, and education to parents and professionals who are Colorado residents. Parents Encouraging Parents (abbreviated as PEP,) are non-specific disability conferences based on commonalities, not diagnoses.

What Is PEP?
Sessions and topics regularly offered at PEP conferences are:

- The Transition IEP
Parents Encouraging Parents (PEP)
- Parents Encouraging Parents are conferences, abbreviated as PEP, for families and parents who have children with disabilities, ages birth to 21.
- Parents include parents as couples, single parents, legal guardians, adoptive, and foster parents.
- A support person may attend and accompany a single parent. A support person is one who is helping a parent to raise a child(ren) with a disability or who is a caretaker of the child(ren) with a disability in the family (can include grandparent(s) or other relatives).
- PEP conferences are arranged in a conference setting, and parents have the opportunity to obtain information relating to parents, parenting, educating, and supporting a child with a disability.
- Professionals are also invited to attend to obtain information relating to educating and supporting a child with a disability and their family. Professionals must work with children and youth with disabilities (ages birth to 21) and their families.
- PEP is a non-specific disability conference that focuses on commonalities, not diagnoses.
PEP In-person Conferences at Hotels
- PEP in-person conferences are arranged at various hotels throughout regions in Colorado, and offers free registration, food, and lodging (if applicable).
- Special accommodations, language interpretation, and document translation are available.
- Participants who are confirmed to attend, arrive at the hotel, check into their room (if applicable), then go to PEP registration to sign in and pick up their conference materials, and meet their interpreters (if applicable).
- Dress is casual--be comfortable! Remember that conference rooms could be stuffy or too chilly for some, due to air conditioning.
- Transportation is not provided; consider carpooling if applicable; parking and sometimes valet service is available at the hotel venue. Our intent is to contract with venues that offer free parking for participants.
- Bring a tote or bag to carry handouts and resources.
Cost, Food, Lodging
- PEP conferences are free to attend. Funded by both federal and state grants, the Colorado Department of Education (CDE) Exceptional Student Services Unit (ESSU) offers these conferences free of charge to eligible Colorado parents of children with disabilities and to Colorado professionals who work with children and youth with disabilities and their families.
- The CDE pays for lodging during the conference if a participant's commute to the hotel venue is more than 50 miles one way. Hotels require a personal credit card for incidentals; lodging cost will be charged to the master CDE bill.
- The CDE will provide Friday's breakfast, lunch, and dinner, and Saturday's breakfast and lunch.
- Participants are responsible for their own transportation to and from the hotel venue.
Design of In-person PEP Conferences and Attendance
- Each PEP conference is intentionally designed to be of greater value to parents and professionals who attend the entire conference.
- All topics of discussion at PEP flow together from the opening session to the closing.
- In the case of an emergency, where a participant must leave the conference, please call the number given in your reminder letters or your confirmation packet at the hotel. Because emergencies are unexpected and unavoidable, we will gladly give participants the opportunity to attend a future PEP conference.
- In the case of a natural event or a road closure that prevents a participant from attending, or attending on time, you are still responsible for notifying us by calling the number given in your reminder letters. You will have an opportunity to attend a future PEP conference.
- If you are confirmed to attend, and you must cancel, please call the number given in your confirmation letter and your reminder letters. You will have an opportunity to attend a future PEP conference.
- If you are confirmed to attend and neither come to the hotel to register nor cancel with us, you will be considered a "NO SHOW" and will not be eligible to attend a future PEP conference. This guideline supports the PEP team's efforts to be good stewards of our federal and state funding.
Why Is it Parents Encouraging Parents?
- PEP conferences are designed to promote family and school partnerships that are essential in supporting students with disabilities and their families in schools and the community.
History of PEP
1978
The first PEP conference convened in Colorado in 1978 and was funded by a federal grant that included up to four conferences per school year. Eligible participants could attend a PEP conference that offered a specified curriculum, and their lodging and food over the three days would be paid by the Colorado Department of Education's Exceptional Student Services Unit. For 46 years parents with children with disabilities aged 0-21 and professionals who worked with children and youth with disabilities aged 0-21, and their families, enjoyed a respite from home or work, enjoyed learning, lodging, meals, and networking with others with common concerns—all from a Thursday at 5:00 pm through a Saturday at 3:00 pm. PEP conferences were offered two to three times per school year.
2004
The PEP Team began tracking PEP conferences from 2004 through to the present. The tracking included school years and locations of PEP conferences and comments from parents and professionals who had participated. The PEP Team uses this data both to improve the material offered and how conferences are delivered.
2018
The United States Department of Education (USDOE)’s federal funding removed food and beverages for participants. The spring PEP in April 26-28, 2018, in Crested Butte proceeded without food and beverages.
2019
Special Education facilitators, advocates, and past PEP participants introduced Senate Bill 19-215 that sought to provide food and beverages for participants at PEP conferences. SB 19-215 was signed into law on March 25, 2019. Food and beverages resumed for participants beginning with the fall 2019 PEP conference. To view SB 19-215. Also in 2019 the State of Colorado fiscal rules changed the mileage reimbursement for all conference attendees. Those who lived less than 35 miles from the hotel venue (one-way) had to commute or pay for their own lodging, including CDE staff working at a conference. After 41 plus years not all PEP participants would have their lodging covered, beginning with the winter January 2020 conference.
2020
The spring PEP conference on April 2-4, 2020, in Grand Junction, was cancelled due to COVID-19. Due to COVID-19 the PEP Team worked through the summer and fall of 2020 to transition the in-person PEP conferences to a virtual format.
2021
The new virtual PEP conferences were called PEP Academy, and the first online conference through Zoom was presented in winter, January 2021.
2022
PEP conference evaluation data showed that there was still an unmet need among families involved in special education. The PEP Team delivered the first all-Spanish language “PEP Academy in Spanish,” through Zoom on April 22, 2022.
2023
The State of Colorado fiscal rules again changed the mileage requirements during summer 2023: Conference attendees now must follow a 50-mile rule. This rule went into effect for the PEP conferences beginning January 2024. The CDE/ESSU would pay for lodging if a conference attendee’s commute was 50+ miles one way. Participant evaluations consistently mentioned that the 3-day conferences were overwhelming; the information was good, but there was so much to absorb. As a result, the PEP in-person conferences changed from a 3-day schedule (Thursday, Friday, and Saturday) to a 2-day schedule (Friday and Saturday).
2024
The new 2-day PEP in-person format was implemented for the winter PEP in January 2024 and the spring PEP in May 2024.
Who should attend PEP?
Eligibility:
- Any Colorado parent* who has a child(ren) with a disability(ies) ages birth to 21 who has not attended a PEP conference within the last five years.
- A *parent includes parent couples, single parents, legal guardians, adoptive, and foster parents who have not attended a Colorado PEP conference within the last five years.
- A parent attending alone may be accompanied by a support person who also attends.
- A support person is an adult and may include a grandparent, or other adult relative, who supports the parent raising a child with a disability and/or who is caretaker to the child with a disability, aged birth to 21, in the family.
- Colorado school administrators, principals, teachers, medical or other service providers who are interested in the family-professional partnership, and who have not attended a PEP conference within the last five years.
- If you attended an in-person PEP conference within the last five years, you are not eligible to attend again until five years pass. The information offered at PEP conferences is based on state and federal laws that do not change in five years. This rule will also give those who've never attended an opportunity to attend and participate in a PEP conference.
Children at In-person PEP
- You can bring your child(ren) to the hotel where PEP is being held to share your room, be on the hotel grounds, and enjoy the amenities. You must bring a responsible family member or an adult caregiver to watch your child(ren), who may also stay in your room.
- Some hotels may charge for extra people staying in a room. If that is the case, then the participant would be responsible for making arrangements and paying for any extra charges.
- No childcare is provided.
- At no time will children be permitted to enter the PEP conference sessions, the PEP dining areas, or the PEP small group conference rooms.
- No meals will be provided to children or anyone who is not a confirmed participant at the conference.
Can I attend PEP alone?
- You can attend alone. However, PEP is an intensive, informational conference and could be overwhelming for a person attending alone.
- We strongly encourage both parents to attend and single parents to attend and bring an adult support person who will also participate in the conference.
- Parents include couples, single parents, legal guardians, adoptive, and foster parents.
- Adult support persons may include a grandparent or other adult relative who supports the parent raising a child with a disability and/or who is caretaker to a child, aged birth to 21, with a disability in the family.
When Are the Parents Encouraging Parents Conference?
Each PEP conference is intentionally designed to be of greater value to parents and professionals who attend the entire conference
- PEP in-person conference hours
- Friday 9:00 AM through 7:45 PM
- Saturday at 7:45 AM through 3:30 PM
- All topics of discussion at PEP flow together from the opening session to the closing.
- It is expected that participants will attend a conference in its entirety.
Waitlists
- In-person PEP conferences are highly sought-after and slots fill quickly, especially for professionals.
- Submitting an application does not guarantee a spot at the next PEP conference.
- Once placed on the wait list, you will be informed of the next upcoming conferences and given the opportunity to apply before conference information is sent to the general public throughout Colorado.
- Being placed on a waitlist does not guarantee you a spot at the next conference; you must still apply, and the conferences are first-come, first served; whoever confirms via email first, gets the spot.
- To increase your chances of acceptance to your PEP conference of choice, please complete your application as soon as possible, because application submission dates are checked.
Where Are PEP Conferences?
PEP conference dates and locations are scheduled each new school year
- Information will be posted on the PEP website usually during August-September along with a link for those interested in applying for a conference.
- If you plan to apply for a PEP conference, please choose the dates and locations that work best for you and in which you will be able to attend a conference in its entirety. The application will give you a choice of conference dates and locations.
PEP conferences are scheduled throughout Colorado usually two times during the school year:
- Fall, usually September, October, or November
- Spring, usually March, April, or May
Confirmed PEP participants may choose to:
- Request no lodging and commute to a PEP conference Friday and Saturday if they live less than 50 miles from the hotel venue.
- Pay the PEP hotel room rate for lodging using their personal credit card if they live less than 50 miles from the hotel venue.
- Lodge at the hotel during the conference, for which the Colorado Department of Education (CDE) will pay, if they live more than 50 miles from the hotel venue. Hotels require a personal credit card for incidentals.
