CDE's 2024-25 School & District Support RFI Process for Providers

Overview

The Colorado Department of Education (CDE) invites providers to join the state’s effort to transform low performing schools and ensure that all students have access to schools that prepare them to be college and career ready. Interested providers may have the opportunity to engage with district and school leaders to support school improvement efforts by providing services in the following categories:

Diagnose & Plan Partners

  • District Strategic Planning (holistic or targeted at one or more key district systems)
  • School Diagnostic Reviews and Improvement Planning

Implementation Partners

  • Improvement Implementation Support (school and district levels)
    • ​School Turnaround Leadership Development (STLD)
  • Accountability Pathways Partners (formerly Management Partners)

Note: School Turnaround Leadership Development (STLD) program providers must also apply under Improvement Implementation Support in order to become a qualified STLD provider. Additional information about this program and currently identified providers can be found here.

Application Instructions

CDE’s goal for this Request for Information (RFI) is to update its Advisory List of Providers, which provides centralized information about organizations that are available to partner with districts and schools that have been identified as needing support. The 2024 RFI is open to potential new partners or partners who are already included in CDE’s advisory list of providers and who wish to remain on this list. Potential new partners will need to complete the full RFI forms for any services they wish to be approved for on CDE’s advisory list. 

Currently approved partners will have the following options:

  • Continue with currently approved services with no substantive changes:
    • ​Complete streamlined renewal form (FORM A) to remain on list with minimal updates to currently approved services (e.g. contact information, pricing, etc)
    • If currently approved for School Turnaround Leadership Development (STLD), an updated Form E is needed to remain an approved STLD provider.
  • Continue with currently approved services and ADD a new services area:
    • ​Complete streamlined renewal form (FORM A) to remain on list with minimal updates to currently approved services (e.g. contact information, pricing, etc)
    • Complete full form for any ADDITIONAL service that the organization wishes to submit for review and approval to be added to the list

For currently approved partners that wish to make changes to their application that are not represented by the options outlined above, please contact Lindsay Cox at Cox_L@cde.state.co.us to discuss.

The CDE School and District Support RFI Overview 2024-25 provides all of the information needed for organizations to apply, including context and greater detail for each of the identified categories of service. To apply, please complete the School and District Support Request for Information process described below.

Application Process

  1. Attend/view webinar for potential providers (optional): An optional webinar for interested providers was held on Wednesday, June 26th, from 10:00-11:00 am MDT. The webinar recording and presentation slides are now available.

  2. Submit Letter of Intent: If your organization intends to submit an application for this RFI, please complete this brief Provider Intent Form by July 3rd, 5:00 pm MDT.

  3. Submit application (required):

    • Complete applications are due electronically by Google form submission by July 18th, at 5:00 pm MDT. Late responses may be accepted or rejected at CDE’s discretion. Note: Applicants will need to submit using a gmail account or google-linked account in order to use the required google-form submission.

    • Directions for NEW and CURRENTLY APPROVED PROVIDERS

      • Currently approved providers must complete Form A - Organizational Quality Questions, Provider Renewal, Team Capacity Matrix, and Acknowledgements and RFI 2024 Reference spreadsheet

        • If currently approved for School Turnaround Leadership Development (STLD), an updated Form E is needed to remain an approved STLD provider

        • If currently approved for Accountability Pathways Partners (formerly School or District Management Partners), an updated Form F is needed to remain an approved provider in this service area.

        • If seeking to ADD a service area, a currently approved provider must then complete an additional, service-specific RFI form for each service to what they intend to add.

        • Form B:  District Strategic Planning

        • Form F:  Accountability Pathways Partners
