Learning Cohorts: Highly Mobile Students Leadership
Boosting Outcomes for Highly Mobile Students in Colorado
Are you working to improve educational outcomes for highly mobile students experiencing homelessness, foster care, or frequent school moves? Do you need strategies to create stability, connection, and academic continuity for these learners?
This learning cohort supports grantees in building responsive systems that identify, support, and empower highly mobile students. Together, we’ll explore how strong leadership, cross-sector collaboration, and data-informed practices can remove barriers and promote student success.

Through focused goal setting, expert presentations, peer learning, and exploration of promising models, participants will tackle the systemic challenges of serving highly mobile youth. This cohort centers on sustainable, student-centered strategies that foster access, engagement, and academic progress across district and school systems during the three-year grant time.
Learning Cohort Facilitators
The District Improvement Strategy Office Team and cross-office partners from the Colorado Department of Education. For this learning cohort, we work closely with the Office of Student Support to align strategies and resources.
Participants
This cohort is designed for Education of Homeless Children and Youth Grant (EHCY) and/or Educational Stability Grant (ESG) grantees. We welcome both individuals and cross-functional teams who are leading or supporting efforts to improve outcomes for highly mobile students.
We encourage participation from both those who manage grant implementation and those directly supporting students. Teams that include program coordinators, technical leads, and on-the-ground implementers often gain the most from this cohort.
Common Roles Include:
- District: Superintendents, Assistant Superintendents, Executive Directors, Program Directors, Coordinators, Grant Managers, BOCES staff, and District Liaisons
- School: Principals, Assistant Principals, Deans, School-Based Liaisons, and Student Support Staff
- Cross-Department Partners: Transportation, Enrollment, Student Services, and Community Engagement staff

Session FAQs
- CDE licensure credit is offered.
- In-person events include a light breakfast & lunch.
- Participants register for individual sessions after joining the cohort.
- In-Person statewide locations announced in August based on participating districts.
- Limited travel reimbursement is available for those traveling more than 100 miles.
