Application for the 2018-19 Gifted Education Universal Screening and Qualified Personnel Grant

Javits - Right 4 Rural (R4R)
Right 4 Rural is a project with great promise to increase the identification of gifted students from underrepresented populations. Right 4 Rural provides services to selected administrative units (AUs) so that the proportionality of diverse student groups in their respective gifted populations becomes more similar to that of their total school community and to the state total gifted population average of 7%. To this end, leaders and teachers within the administrative units receive professional development tailored to reframing their gifted program and instructional practices to address unique local needs and resources.

ANNOUNCEMENT: AP/IB Exam Fee Program Discontinued
ESCAPE: Eliminating Student Costs for Advanced Placement Exams, also called the Advanced Placement Exam Fee Program, under Title I, Part G of the No Child Left Behind Act will be discontinued. Colorado will not receive an individual federal grant for the 2017 AP or IB exams through Title I, Part G. The Colorado Department of Education will not be collecting ESCAPE grant applications from high schools requesting funds to offset costs of the 2017 AP or IB exams.
The funds from the AP Exam Fee Program will fold into the Every Student Succeeds Act (ESSA) funding primarily through Title IV and Title I funds, and other Title programs specific to achievement of particular students. Local districts will have flexibility under ESSA to use funds for AP and IB exams taken by low income students. A Special Rule in the ESSA regulations will permit districts to use 2017-2018 ESSA funding for the 2017 exams even after the tests are taken.
Districts are highly encouraged to support discussions about how and from where resources might be sought to offset costs of low-income students taking Advanced Placement and International Baccalaureate exams. CDE will include the topic of “advanced exams taken by low-income students” in ESSA guidance.
