About Us

A branch of CDE, the Division of Capital Construction has developed a series of programs and resources for capital construction funding and technical assistance for school districts, traditional public schools, charter schools, BOCES, and the Colorado School for the Deaf and Blind.

BEST Video

This video provides a short overview of the BEST program history. It demonstrates how BEST is effecting positive educational change through capital construction to help realize CDE's goal that "all students in Colorado will become educated and productive citizens capable of succeeding in a global society, in the workforce, and in life."

The next Capital Construction Assistance Board Meeting will be the retreat on August 29th, 2019, 8 am - 4pm at The Fort Morgan County School District Support Center at 715 West Platte Avenue, Fort Morgan, CO 80701.


The Colorado Department of Education’s Capital Construction Assistance Board (BEST Grant Program) has a vacancy for a member who has recent experience as or who at the time of appointment is a public school superintendent or administrator from a suburban school district. This position will be appointed by the State Board of Education and will serve a maximum of three two-year terms starting on or after August 29, 2019. If you have any questions or wish to apply for the position, please submit a letter of intent and resume to Andy Stine, Director of Capital Construction at by Friday July 19, 2019. The director will  pass on application materials to the State Board of Education, who will review them and make an appointment.


Impact of the Building Excellent Schools Today (BEST) Grant Program:

The BEST program is helping to significantly and positively impact students and communities throughout Colorado by assisting them with their capital construction needs.

Since 2008, the BEST program has:

  • Funded 354 grant applications in 141 school districts 
  • Improved the health, safety, and security in 524 school facilities 
  • Helped create and support roughly 37,000 jobs as of December 2018.
