State Model Evaluation System Revisions

Introduction

The Educator Effectiveness Office revised all systems of the State Model Evaluation System including Teacher, Principal/Assistant Principal, and all nine Special Services Providers (SSPs) from 2017-2019.

Teacher System Revisions

The State Model Evaluation System for teachers underwent significant revisions, informed by multiple stakeholder groups including a rubric Technical Working Group, a scoring Technical Working Group, and 30+ focus groups conducted throughout the state. All changes were piloted by 50 districts and BOCES in Colorado during the 2017-18 school year. Data collected from these pilot sites informed changes to the State Model Evaluation System. This included updates to the Teacher Quality Standards and Elements that were approved by the State Board of Education at the June 2018 meeting.

Principal/Assistant Principal System Revisions

A similar revision process was used to update the State Model Evaluation System Principal Rubric. 

• A Technical Working Group was assembled over the summer of 2018 to create a working draft 
  • Members of this group included one teacher/literacy specialist, one AP, two principals (elementary and secondary), two HR directors, one assistant superintendent, one superintendent, and two higher education representatives
  • The draft now contains four standards, 17 elements, and 223 professional practices
• The fall 2018-19 school year collected feedback statewide including:
  • 15 focus groups around the state for a variety of audiences: superintendents/principal managers, principals/assistant principals, and teachers
  • an online feedback form that was available from July 2018 through December 28, 2019 for educators to provide feedback
• Principal Quality Standards were approved April 10, 2019
• Statewide implementation of the revised principal rubric in the 2019-20 school year

Special Services Providers (SSPs) Revisions 

A similar revision process was used to update all nine Special Services Providers State Model Evaluation System Rubrics. 

• A Steering Committee assembled over the summer of 2018 to create a common set of Standards and Elements aligned to the educator
• Once a common set of Standards and Elements are created, work groups realign or create professional practices under those Standards and Elements 
• The 2018-19 school year collected feedback statewide, including:
  • 10 focus groups held around the state for a variety of audiences: superintendents/SSP evaluators, all nine groups of SSPs, and teachers
  • an online feedback form that was available from December 2018 through March 31, 2019 for educators to provide feedback
• SSP Quality Standards were approved April 10, 2019
• Statewide implementation of the revised SSP rubrics in the 2019-20 school year
