Teacher System Revisions

The State Model Evaluation System for teachers has undergone significant revisions, informed by multiple stakeholder groups including a rubric Technical Working Group, a scoring Technical Working Group, and 30+ focus groups conducted throughout the state. All changes were piloted by 50 districts and BOCES in Colorado during the 2017-18 school year. Data collected from these pilot sites informed changes to the State Model Evaluation System. This included updates to the Teacher Quality Standards and Elements that were approved by the State Board of Education at the June 2018 meeting. Visit our State Model Evaluation System for Teachers webpage for resources.

Principal/Assistant Principal System Revisions

A similar revision process will be used to update the State Model Evaluation System Principal Rubric

  • A Technical Working Group was assembled over the summer of 2018 to create a working draft
    • Members of this group included one teacher/literacy specialist, one AP, two principals (elementary and secondary), two HR directors, one assistant superintendent, one superintendent, and two higher education representatives
    • The draft now contains four standards, 17 elements, and 223 professional practices
  • The fall 2018-19 school year will be a period of feedback statewide, including focus groups
  • Anticipated State Board of Education approval of rule revisions in the winter/spring 2019
  • Anticipated statewide implementation of the revised principal rubric in the 2019-20 school year

Revised Colorado Principal Rubric - Online Feedback Form

As part of the rubric revision process, significant changes have been made at the standard, element, and professional practice levels, so CDE is seeking feedback from educators.

View the revised principal rubric before entering the online feedback form in order to make better use of the form and your time.

The revised Colorado Principal Rubric feedback form is intended to be completed in one session. Feedback participants can provide as little or as much feedback to each recommended change as desired. Depending on how much feedback is provided, it can take from 30 minutes if there's only feedback to a few changes and up to a few hours if input is submitted to all the recommended changes. To facilitate the process of providing feedback and maximize time, it is recommended that the revised rubric provided above is printed and reviewed before beginning this session. The survey will close Friday, December 28, 2018.
