Revised Colorado Teacher Rubric - Pilot

The Educator Effectiveness (EE) office thanks the many educators that participated in the Revised Colorado Teacher Rubric Draft focus groups conducted around the state and through the online feedback form. The preliminary feedback on the revised teacher rubric draft was incredibly positive.  Participants support the current shifts in rubric expectations and believe implementation of the revised teacher rubric would be beneficial for all stakeholders.  As a result, the next phase in the Colorado Teacher Rubric Review process is to identify the districts/BOCES to pilot the revised teacher rubric.

During the 2017-2018 school year, CDE will be conducting a pilot study to determine the impact of a revised teacher rubric.  The EE office will be looking for interested districts or BOCES to pilot the revised rubric at the district or BOCES level.  Unfortunately, at this time individual schools or teachers are unable to pilot the revised rubric.  

Criteria for consideration

The following criteria will be used to ensure the pilot is representative of educators throughout the state:

  • Location/geography (rural, suburban, urban)
  • Size (number of educators)
  • Student populations represented

Memorandum of Understanding (MOU)

As part of the pilot, districts/BOCES will be required to sign an MOU to include items such as, but not limited to:

  • Mandatory use of the Colorado Performance Management System (RANDA); Collection of evaluation ratings and educator email addresses through COPMS/RANDA
  • Willingness to meet specific evaluation process deadlines that may differ from previously set deadlines in the district (i.e. due dates for the self-assessment, mid-year, and end-of-year review)
  • Participant feedback (surveys and/or focus groups) collected in the early fall of 2017 and the spring of 2018

Once pilot districts are determined, agreement and completion of the MOU will be required which will outline specific expectations for implementation and feedback.  Anticipate a final revised version of the teacher rubric to be available to pilot districts/BOCES by mid-May and to be provided upon completion of the MOU. Training and support will be organized through the summer and early fall.

If your district/BOCES is interested in serving as a pilot site for the revised teacher rubric, please complete the intent to pilot registration by close of business Friday, April 28.  As a reminder, only entire districts or BOCES are able to pilot the revised teacher rubric and all stakeholders should be informed and on board with the intent to pilot before completing the registration.    

Revised Colorado Teacher Rubric Draft Feedback

Background

The Educator Effectiveness (EE) office is going through a review process of the Rubric for Evaluating Colorado Teachers. The rubric for Colorado teachers has been utilized since the 2012-13 school year, piloted in 26 districts and became available for all districts in the 2013-14 school year.  (Note that 2013-14 was the first year of statewide implementation, per S.B. 191). During this time, the EE office collected data to examine the strength and effectiveness of the rubric. The goal of the review process is to streamline the rubric to honor the time it takes districts to evaluate educators and to provide a refined rubric that strengthens coaching and feedback conversations during evaluations. 

Revised Colorado Teacher Rubric Draft - Focus Groups

As part of the rubric revision process, from Nov. of 2016 through March of 2017, the EE office traveled across the state holding focus groups with groups of educators.  Below is some high-level focus group data:

  • Focus groups were held in 11 different areas of the state, including:

  • Aurora
  • Bayfield
  • Cortez
  • Denver
  • Fountain
  • Grand Junction

  • La Junta
  • Limon
  • Loveland
  • Steamboat Springs
  • Thornton

  • Approximately 39 focus group sessions were held
  • More than 200 educators participated in the focus groups, including district administration, building leadership and teachers  

Revised Colorado Teacher Rubric Draft - Online Feedback Form

In addition, the EE office created a revised Colorado Teacher Rubric feedback form online where specific feedback to suggested changes to the rubric could be provided. The feedback form was intended for those that attended a focus group session and wanted to give additional specific feedback to changes in the rubric and for those that could not attend a focus group session and wanted to provide input.
