Rubric Review Process

Background

In 2010, Senate Bill 10-191 (S.B. 191) was passed changing the way educators in Colorado are supported and evaluated. One requirement of S.B. 191 was for the CDE to create a state model evaluation system. Part of this system included the creation of rubrics to be used to evaluate licensed personnel, including teachers, principals and assistant principals, and Specialized Service Professionals (e.g., school nurses). The rubric for Colorado teachers has been utilized since 2012-13 in 26 pilot districts and became available for all districts in 2013-14 (Note that 2013-14 was the first year of statewide implementation, per S.B. 191). During this time, the Educator Effectiveness (EE) Unit has been collecting data to examine the strength and effectiveness of the rubric. Feedback from educators throughout Colorado has identified two key factors regarding the Colorado teacher rubric.

  1. The rubric provides a detailed road map for coaching and feedback conversations that lead to continuous growth, and
  2. The time to complete the rubric for annual teacher evaluations gets in the way of time for those quality conversations.

Goal

The goal of the review process will be to streamline the rubric to honor the time it takes to do the work and to provide a refined rubric that strengthens coaching and feedback conversations.

Working Groups

  • State Council for Educator Effectiveness (SCEE): This group was originally appointed by the Governor’s office to make recommendations to the Colorado State Board of Education for high quality educator evaluation systems that support Colorado educators and students. Members of the SCEE will provide historical perspective at the outset of the process and act as an advisory as the work continues.
  • Technical Working Group (TWG): This group is made up of former and current master coders who have a deep knowledge of the rubric and experience with the rubric in their districts. They will review the qualitative and quantitative data (including evaluation ratings, survey data, and focus group data) in early fall 2016 to create a draft revised rubric. The group will revisit the revised draft rubric again in the spring to finalize for use in a 2017-18 pilot.
  • Focus Groups: Throughout 2016-17, the EE unit will conduct regional focus groups with educators who have a high level of experience with the teacher rubric. Qualitative data will be collected to provide the Technical Working Group information necessary for the final draft of the rubric.

Phase 1

Summer 2016

  • Work with WestED to develop a plan for the proposed rubric revisions
  • Analyze qualitative and quantitative data from 2012 to date
  • Determine Technical Working Group participants
  • Communicate plan with partner organizations

Early Fall 2016

  • Meet with State Council for Educator Effectiveness (SCEE)
  • Meet with Technical Working Group to revise a draft rubric based on review of data
  • Establish a timeline and protocol for meeting with focus groups

Late Fall 2016 – Late Spring 2017

  • Conduct recorded regional focus groups to get feedback on proposed revisions
    • Principals, teachers, district leaders experienced with the teacher rubric
  • Contact potential pilot districts

April-July 2017

  • Technical Working Group uses data from focus groups to make final rubric revisions
  • Revised draft rubric is submitted to RANDA for input into COPMS 
  • Develop training and support documents

August 2017-April 2018

  • Pilot revised draft rubric
  • Collect data from pilots at critical points in the evaluation process

Phase 2

April 2018-July 2018

  • WestEd analyzes focus group data for CDE
  • If favorable, Technical Working Group uses data to make final revisions to draft rubric
  • If accepted, submit changes to RANDA for input into COPMS
  • Create support documents (User’s Guide/Resource Guide, etc.)
  • Communicate and train on changes statewide

Phase 3

(Based on results of Phase 2)

  • Statewide implementation
     

Please note that we will be using a parallel process to examine the principal/assistant principal and Specialized Service Professionals rubrics to ensure alignment of all rubrics in the State Model Evaluation System.
