State board holds study session on education data collection, security and use 

The Colorado State Board of Education met for its regularly scheduled meeting on Feb. 12 & 13. Highlights from the meeting include:

Study Session

The board engaged in a rich discussion with staff and visitors presenting background and views on education data collection, security and use.  Staff including Chief Information Officer Dan Domagala, Special Assistant to the Commissioner Elliott Asp, Senior Policy Associate Kady Lanoha and Tony Dyl and Sally Pennington with the Office of the Colorado Attorney General reviewed current CDE practices, procedures, policies, Colorado law, policy ideas from other states and next steps. Educator Effectiveness: Principal Pilot Data

Staff updated the board on the progress and lessons of the S.B. 191 educator effectiveness pilots. The pilots have completed their second year of piloting the principal system and the first year of piloting the teacher system. Staff shared lessons learned from the principal pilot and how those lessons are informing statewide roll out. Staff updated the board on the results of the teacher pilot in September. READ Act Interim Assessments

The state board voted to approve interim assessments for use with the READ Act. The READ Act requires that all kindergarten through 3rd-grade students be assessed in reading using an interim reading assessment within the first 30 days of instruction.  Interim assessment data are subsequently utilized to determine whether students have a significant reading deficiency. The READ Act requires the department to review and recommend to the state board reading assessments for this purpose. Districts have until July 1, 2016 to transition to the approved interim assessments. To view the presentation, click here.

Update on New State Summative Assessments

Staff covered progress in the development of new science and social studies assessments, which will be administered in April 2014 while the PARCC English language arts and mathematics assessments will be given in 2015. To view the presentation, click here

Recognition of Outstanding Educators

The board recognized the 2013 Colorado Blue Ribbon Schools: Columbia Elementary School (Colorado Springs 11), Lois Lenski Elementary School (Littleton 6), Ponderosa Elementary School (Cherry Creek 5), Ralston Elementary (Jefferson County) and Traut Core Elementary School (Poudre R-1). 

The National Blue Ribbon Schools Program recognizes schools whose students achieve at very high levels or schools that make significant progress in closing the achievement gap. 

At least one-third of the public schools nominated by each state must be schools with at least 40 percent of their students from disadvantaged backgrounds.  For more information, visit

The board also recognized 2013 Colorado Milken Educator Jose Martinez, a social studies teacher at Bear Creek High School (Jeffco Public Schools). The Milken Educator Awards provide recognition and unrestricted financial award of $25,000 to exceptional elementary and secondary school teachers, principals, and specialists who are furthering excellence in schools throughout the country. Other Action

The state board approved rules concerning charter schools applying for federal and state grants and programs.
